My opinion: they are both good and bad, but overall bad.

Camouflage rework was much needed, but it was short-sighted because it disincentivizes maximizing AS with many on-hit builds. (You don't want to build past 2.5 AS since it's capped. Teemo currently reaches this cap with 204.66% increase in attack speed at level 18.) Like Nidalee's brush passive, it can be quite situational. This change also pushes him into the top lane role more, where you rely much more on brushes, or in the jungle.

The shroom rework is also interesting because it makes it easier for Teemo to shroom outside of lane, basically giving it a trinket range. This won't be beneficial for Teemos that use shrooms aggressively by placing them in lane for combat. It does however, reward safer Teemos that like to just put shrooms in lane nearby.

The fact that shrooms can bounce off one another will likely be useless in combat, given the nerf to the arm time, i.e. they take to stealth even longer before being destroyed. You would also need to stockpile shrooms to take advantage of the bouncing effect, which is rare if you are a good Teemo player. To boot, the range for throwing at level 6 is nearly the same as before the rework.

If Riot decreases the length of time that shrooms need to stealth, or that they explode immediately on landing, then we could be talking about something else: sort of like a nuke instead of giving the enemy champion a free 10 gold or something they can easily dodge.

Of course, even bigger nerfs: shroom times are effectively being halved. The slow, instead of being a flat 4 second slow, now decays over the 4 seconds. This is huge, and effects all roles and play styles of Teemo. Riot tried to pass this off as a "SHRIVELING SHROOMS" feature, but it's a clear nerf.

So there you have it: buffs to camouflage passive, and R shrooms get a (useless in combat) gimmick and a big nerf.

The irony: Riot calls this "Teemo's last buff since 3 years ago". First off, they're wrong: Teemo was buffed in v4.5. Secondly, it's overall a net nerf. And they didn't touch his "W", which is incredibly useless and a remnant of Season 1 mobility. Every other champion at this point is swifter than the swift scout, with gap closers.

SHRIVELING SHROOMS Slow now decays over 4 seconds
CAST RANGE 200 ⇒ 300/600/900

Casting traps on existing Noxious Traps causes them to bounce 3/4/5 Teemos further in the direction they were originally tossed
FUNGUS FARMING Mushrooms now die to 3 basic attacks from ranged champions (2 basic attacks from melee)

V4.5: Base armor increased to 18 from 14.
V4.3: Noxious Trap: Total ability power ratio reduced to 50% from 80%.
V4.2: Toxic Shot: Fixed a bug where Toxic Shot was applying Tribute and Spell Weaving.
V3.12: Noxious Trap: Gold award increased to 10 from 0.

Teemo has a unique play style and is incredibly versatile. The only champion that is similar to his play style is Kayle. This guide who show you Teemo's complexity. Teemo is an easy champion to play, but difficult to master. Playing him at a high level requires you to have strong mechanics and good map awareness.

TL;DR: Do not build CDR until at least after level 6!!! Do not exceed 40 CDR!!!

When the raw movement speed is greater than 415, there are two soft caps applied:

The raw speed between 415 and 490 gets multiplied by 80%.

Summoners

Ignite & Flash
IGNITE + FLASH: Ignite synergizes with DoT too much to give up. Also very good in this top lane tank meta where you need to hit back on heavy-sustain champions like Vladimir, Nasus, and so forth. Flash is too hard to give up for Teemo, who has no natural gap closer or escape.

The core items will never change on Teemo: it is simply too much DPS to give up. However, void staff should be delayed until late game unless you are against a tank matchup that is stacking resists. Boots are a personal preference.

Teemo generally does poorly against ranged AP burst champions, so that is the most defensive of the trees.

Against AD casters, he should have no problem going straight into core DPS and then building these armor items after. AD auto-attack based champions (such as Tryndamere) should be pushovers and you can basically build glass cannon.

Against HP, the vast majority of tank champions are short range, so you can abuse the poke and get BORK as well to help shred them.

Wards: IMPORTANT. Upgrade trinket at level 9, but before then, buy stealth wards. Always have a vision ward placed somewhere.

This is it for Teemo's core. Since Teemo is far more item dependent than other champions (where damage and mechanics seem to not be affected as much by varying items), you must build and adapt to team compositions and damage. Everything is situational.

Toxic shot will be #1 unless against ranged champions that easily do not go into poke range: e.g. Ryze, Pantheon, etc.. In these cases, go Q->E->W

POWER SPIKES
Teemo does not have a power spike at lvl 6, so be careful against champions like Akali. His power spike comes at level 13, when you max E and Q and have level 11 shrooms.

Shrooms also clear much faster at level 11/16 due to higher base damage and because you reach these levels faster as a solo laner.

GLOBAL LEVEL UP
Save mana by placing shrooms before upgrading them when you reach 6/11/16.

COUNTER-JUNGLING
As top lane, you can exert control over the enemy jungle from shoving lane, and also easily denying golems or gromp to the enemy jungler. Shrooms will also help positioning and set up fights.

POISON MANAGEMENT
It's important to know how to gauge your poison damage, and comes mostly through practice. With experience, you will be able to finish an enemy champion with your DoT poison combined with ignite, and them not realizing they have overextended for a trade.

The DoT poison can also be maximized to shove a lane: spread your auto-attack between all minions for a wave before last-hitting.

CAMOUFLAGING
Stealth when you believe a gank is a coming and you cannot escape in time. Then wait for teammates or for them to leave after giving up waiting.

BAITING
Don't do this without flash or zhonya ready. But Teemo's "global taunt" can be manipulated to your team's advantage for positioning.

@Venom_God: because of his shrooms. Since they are a DoT with a 4 second slow, they apply every stack of Liandry's, and also double the effect since its a "movement impairment"

WELP, I haven't tried this build in ranked yet but I'm currently on a winning streak with it in Normals.

Do I even need another way to build Teemo? This guide is perfect.

I really think this is a well written guide :)
I tried it out myself and I have yet to be able to get the full build but it really works well especially early game. I'm able to push people out of lane very easily.
One thing you should add is the build order. I went BORK first and then Mallet but I haven't been able to figure out just the perfect build for it.
