Introduction
Volibear is the kind of champ I've been wanting for a long time because of a few reasons. He is an armored bear and his skill sets are almost close to being perfect for jungling. His only problem in jungling or in laning is his sustainability. Volibear has NO sustainability. He has a great amount of CC and performs impressive ganks.Volibear is a tanky jungler and his HP can exceed over 4k more easily than a lot of champs. Volibear is all about HEALTH. Your passive and W scale from bonus health which is why it is important to be TANKY and make HEALTH items. As a jungler, ganking won't be a problem because of his Q and the movement speed bonus he gains from chasing. He also has the capability or slowing champs/fear minions and his Q will also not only give you a movment speed bonus to chase, it will also fling the enemy backwards like Singed.
If you want to play Volibear and be a good one, your role is to tank damage, fling enemies off your carries, initiate the teamfights and use your items with UNIQUE actives to your advantage. So to play Volibear and accomplish all of this, you must be aggressive, and DO NOT BE AFRAID TO DIE. You MUST protect your carries with your slow and fling. YOU ARE THE MEATSHIELD. Also when you are able to activate your W, use it on an enemy carry. It will do TONS OF DAMAGE and will force them to run away or kill them.
Volibear can carry selective games but cannot carry all of them. You can get First Blood quickly and easily because of his ganks and the power of his W. So, stating all of this, Be aggressive, Get in the enemies face and help your team A LOT but make sure you at least play smart and know what you're doing.
Masteries
For Jungling, Volibear can go 21/9/0, 21/0/9, 9/21/0(preferred) or 0/21/9 I go a tanky jungle mastery tree because Volibear is tanky and you are able to get Veteran's Scars which gives you more health. You can go 9/21/0 or 0/21/9 whichever you prefer. If the player goes 9/21/0 you can get extra attack speed, armor pen and damage which is what you usually want since the Utility tree isn't helpful for Volibear besides the movement speed.
Runes
I'm sure a lot of you are going to say the new Mark runes are terrible but trust me they work quite well on Volibear. His skills use both and it is best to use these reds. You may also run full armor pen reds if you want but i would recommend these runes.IRed(Marks):

You may use full out attack speed or full out armor pen runes but after playing him more and getting feedback, I think this is the best for him. Using that extra bit of attack speed and armor pen can really make Volibear.
Summoner Spells

Explanation:
I choose these because Smite is necessary for jungling and jungling without it is stupid. I take Exhaust because it's easier to gank with this. Another excellent choice would be heal. Ghost ans flash aren't needed IMO because of the speed you get from Q and Shurelyas.
Other Summoner spells to consider:

This will help to chase, initiate and run away. If you do not want to use heal use ghost since IMO it is more useful for Volibear than Flash.

This is a good summoner spell and is the META because you can simply run away and go through walls with this. You can use this for Volibear and it will be useful but I prefer to use ghost or heal.

I like taking this instead of Exhaust half the time because it's very useful after the buff. Great for sustain and during teamfights to keep your team healthy.

You can take ignite for the extra damage or if the team needs it for a selective champ like Tryndamere.

This is also a good summoner spell you can use but again, i would prefer to use heal or ghost.
***NOTE***
You may use a summoner spell of your choice and whatever works best for you but for me, heal and ghost works best. I mostly take heal instead of ghost since Volibear is fast enough and heal will help the team during fights.
Skills
Passive: Chosen of the StormHeals volibear for 30% of his Maximum Health over 6 seconds when he drops below 30% Health.
120 second cooldown
Explanation:
This passive is actually one of my favourites since it proves to be very useful anytime. With this passive I can be more aggressive and having this passive makes you feel like Mundo with his ult. My only problem with this passive is the cooldown. The cooldown seems too long for me but for balance purposes, it might have been best to be 120 second cooldown.
Q: Rolling ThunderVolibear gains 45% Movement Speed while moving toward enemy champions. Lasts 4 seconds.
Volibear's next attack deals an additional 25 / 50 / 75 / 100 / 125 physical damage and flings the target behind him.
12/11/10/9/8 second Cooldown
Costs 40 Mana
Explanation:
This skill is amazing. It is the Singed Fling and it also gives bonus movement speed if you are chasing an enemy down which proves useful when ganking which is why I prefer to play Volibear as a jungler. This skill is your initiator. I like to use Shurelyas and this to initiate.
W: Frenzy Passive: Volibear gains 8% Attack Speed with each attack. Stacks up to 3 times.
Active: When Volibear has (3) stacks of Frenzy, he can bite an enemy to deal (90/140/190/240/290) (+20% of bonus Health) physical damage, increased by (1)% for each (1)% health the target is missing.
Cooldown 18 Seconds
Cost 35 Mana
Explanation:
This skill is your main damage output and is very strong when you have a lot of health. It is almost like a nuke and can kill your enemies very quickly. This skill momentarily increases your attack speed which is good; reason why I take attack speed reds.
E: Majestic RoarVolibear deals (60/95/130/165/200) (+60% of ability power) magic damage to nearby enemies and slow them by 30% for 3 seconds.
Cooldown 11 Seconds
Cost 60 / 65 / 70 / 75 / 80 mana
Explanation:
This skill is okay to me. The slow is good and the fear on minions and monsters make the jungle fairly easy but the cooldown doesn't go down upon leveling it. Since your going tanky and not building AP, this skill will be weak and is used for slowing your enemies.
R: Thunder Claws Volibear channels the storm, causing all basic attacks for (12) seconds to deal (75/115/155) (+30% of ability power) magic damage, which chains to 4 nearby enemies.
Cost 100 Mana
Cooldown 100 / 90 / 80 seconds
Explanation:
This ult isn't my favourite but is still good during teamfights. It will help damage your enemies and if you have Frozen Mallet, it will slow your enemies which will help in teamfights. This skill also scales with AP so it won't be of much use but you can use it to clear minion waves quickly.

Maxing W is important for damage and besides, maxing any other skill wouldn't be as useful as the W. I like to max his Q next just because I'm not building ANY AP items. Also the cooldown goes down. I max E after since the cooldown doesn't go down and since it scales with AP, you're going to use it for the slow and fear. I put points into my ult whenever it's available.
***NOTE***
You can also get E at level 2/Get E at level 1 and Q at level 2. I like geting W first and then Q at level 2 because it is easiest to gank since the Q gives you movement speed when CHASING. Dont use Q to run away, only to chase.

Early Game, Mid Game, Late Game and Teamfights
Early game: Volibear isn't the best champ early in the game. Since you're jungling though, just focus on clearing your jungle and ganking. His ganks are amazing early game which is his strong side early game.Mid game: At this point, Volibear will be decent. You should at this point have Warmogs which will make your W do a bit of damage. Your assists should be higher than the amount of kills you have. He is pretty tanky at this point and can tank most of the damage for his team.
Late game: He will not die. You will have too much Health, Armor and MR and since you will be up in your opponents face and protecting your carries, your enemies will have to hit you a couple times but it will do no damage.
Teamfights: Volibear shines out most during teamfights. He protects the carries but flinging the enemies away, slowing the enemies, hurting them with your ult and your W. His is also a pretty big target and is a big meatshield.
Jungling
Volibear is not mana dependent so you may give the blue to your mid lane when it spawns the second time.Make sure you get a nice leash on blue after you finish your wolves.

Jungle Route explained:
- Wolves
- Blue + Gank
- Wraiths(Gank mid lane if they are over extended)
- Wolves
- Red
- Golems + Gank
Gank whenever you can and when the time is right. If you can't gank then just clear your jungle and DO NOT FORGET TO WARD.
Clear your jungle and you may take the enemy jungle too. There are support junglers and carry junglers. Volibear is more like a carry jungler because of the farm. Just farm and gank if need be.
***NOTE***
You may also start at double golems if you'd like to. Do what you prefer, the jungle route above is what I prefer for Volibear since I can get a good amount of farm and gank when needed.

And how can you ganks with a summoner heal ? :( Compared to a shaco exhaust with almost 3 cc and a blink volibear seems useless right ?
