Introduction
Old ryze was a very squishy nuker with low spell-range, oldold ryze was a demaciaaa (cit.) caster OMG1SHOT on brush with flux, now what is ryze?Atm he is a tanky mage burster with good resistance, very low cd and good range that make ryze the most mage spammer of lol. He's mana-based champ, ap is pretty useless with his low ratio; mana provide dmg (Q-W) and a large pool to spam skill.
Masteries
-I use this 0/8/22 spec for improve hp regen by strenght of spirit (and maybe a late fon in game), full mana runes make ryze very squishy at start (440~ hp) and he need some hp regen to laning.-An other obvious choiche for ryze is classic spec mage 9/0/21 to improve ghost/flash, exp, ms, magpen and maximize cd red; with mpen/mana runes and that spec you have 39% cd red (Q lv 5).
-An other possible spec is 21/0/9 to maximize dmg; in fact, bonus from utility is too good, but if you searching for more dmg output and better last hit (and phys harass) efficiency early game, 21/0/9 can be a right choice.
The problem with offensive spec is cd red (6% less), theoretically this malus provide a 6% less dmg but this works only on very long combo (15+ skill) and usually in tf the number of skill dont exceed 10 or little more, so the cd red from utility isn't real necessary (ofc, it's usefull) compared to 5% dmg from havoc. Anyway, exp/ms/improved spells are imho better than dmg boost.
Runes
Ryze dmg source is mana, not ability power. His skill ap ratios are low and bonus dmg from mana is very good (10% on Q, 5% on W). Therefore a good choice is boost mana with seals/glyph/quint, this spec provide about 640 mana at lv 18 (64 dmg+ Q, 32 dmg+ W). Without hp quint you will start with poor hp (440~) and this make your early game very hard (probably you'll need jungler help for first recall).
Summoner Spells

An obvious choice, ryze need mobility for fast kite and combo. A good alternative can be flash/teleport if you have no jungler in team (but no jungler = 50% game lost).
Skill Order
Overload is your primary source of dmg, good output and very low cd. Snare is your second priority, take 1 point on E for debuff mres and reduce cd during combo. If you need more snare (rare case) you can up W first (in TT lv 1 snare can be better).
Combo
Combo is a basic part of ryze knowledge, his passive is wonderful and you will maximize its utility with combos. There are many way to spam skills, i'll show you the most important combos.Basic combo to maximize dmg output (useful in 1v1):

Flash + snare, E to maximize Q, R and another Q.
There are other combinations of skills, your first source of power is your imagination and elasticity, use combos to regulate your cd and maximize utility from time to time.
Item Builds
Mana stack is really basic to play ryze, so you need tear for mana pool, regen and increase max mana = dmg output. Catalyst is good for hp and mana (wonderful passive for laning) and you will turn it into banshee. In fact, every item with good mana is wonderful on ryze, so stacking defensive item like banshee or frozen (basic for cap cd red) is the way to make tanky mage (180 armor, 80 mres) with tons of magic dps.Why manamune as alternative? simple answer: less time to stack and better tower pushing. Manamune increase mana pool even with autoatk so you will stack it faster than arch (and phys dmg isn't useless, with 6k~ mana at end build you'll gain 120+20 dmg, not bad). Arch provide ap too and give you a lot of dmg at full stack, so decision is hard, manamune give you dmg faster and phys dmg, arch give you more magic dmg.
Roa is usefull too to increase hp and mana.
Sixth item is very situational, you can buy some defensive item like fon (ms is really good too) or randuin, or buy offensive item and here there are many choices. If you had take manamune, trinity force can be right choice to make really good phys dmg during combo with improved ms, crit and possible slow, if you had take archangel you can take lichbane, if enemies stack mres you can take void, even another roa can be a good choice to maximize mana.
Gameplay
Sapphire crystal start make your early game very hard, especially versus high harasser (90% of midders), then be care, last hit with autoatk and farm gold to tear, recall (jungler will take mid) and now you can make something.Tear provide you dmg, pool to spam and max mana every skill for other dmg, so last hit with Q every time (but keep some mana to snare ganker) or harass enemy if he's weak (you can try to kill low life enemy with flash last hit combo but it's better keep flash for gank).
You need farm and farm (clear lane with R + combo before recall), stack tear and make gold for catalyst and boots, after these items you can really make serious dmg and easy gank on other lane (you aren't a good pusher so gank lanes instead of push tower when the lane is clear).
Mana is your priority so spam every time you can to stack manamune (or archangel), gank and keep in mind your combos, maximize your cd is basic to play ryze.
Final Comments
Last patch changed completely ryze, made him very fun to play and more difficult to use too.Elasticity, imagination and creativity is your weapons with this tanky mage, so...

You might also want to mention build order. After some experimentation, I find this seems to work pretty efficiently:
- Sapphire Crystal or Meki Pendant + 2x HP pot
- Tear of the Goddess + Boots1
- Catalyst + Boots2
- Glacial Shroud *
- Upgrade Catalyst to Banshee's Veil
- Catalyst first then Rod of the Ages**
- Upgrade Tear to Archangel's Staff ***
- Upgrade Shroud to Frozen Heart ***
* The total cost up until now is 5,100g and this is roughly when you'll start team-fighting and taking Blue Buff from your jungler. You should be beasting with max CDR and around 3k mana (depending on tear stacks).
** Blasting Wand and Catalyst are pretty much even in terms of the damage they add to your spells, but Catalyst's passive will keep you fighting/farming longer and it may even save your life.
*** I would upgrade Tear and Shroud after getting RoA because they don't offer as much bang for your buck.
PS. I like your comment abou Manamune. I hadn't considered that. :)

I would like to see a note on fast Glacial Shroud, because I find that the CD is extremely important and you can't always have the blue.
Lastly a very important note for using Ryze, your ultimate gives AOE to anything that lands as soon as you activate. So, a fast QRQ will give two AOE overloads. As such, you don't really lose anything by shoving a spell other than rune prison in front of your ultimate in your fast AOE combo.

I change my masteries spec to provide some hp regen early game, full mana runes make ryze too squishy and he need regen to solo laning/mid (btw 9/0/21 can be good choice for duo lane).
