Never finished madred, don't see why you would, you need it for faster jungle not the sustain + it delays the rest of the build.

Should i replace the movement speed quints for atk speed quints?

You forgot that Wit's End still deals 42 magic damage.
But what about replacing the Recurve Bow with Stinger, which also provides some CDR. Due to his lates nerf the 200 second ulti cd is fucking high.

With the buffs to Ionic Spark (chain dmg up from 110 to 125, recipe cost down by 200 from 2300 to 2100) I think it's almost a no-brainer over Wit's now unless you really need the MR. +25 dmg to your passive (from the 250 hp), more AS (50% over 40%), and faster clears with the chain proc. And it's cheaper now too (even if only by 50g :p)!
