you have tear full stack + ROA full stack.
Mana = 1650=> Singed is not Ryze. Too many mana. And seraphs embrace is a good item but you not using it every time it up. Again too many mana and not early ROA.

This ultimate guide says I should be the one initiating as Singed. Ok, you get a dislike. Oh and by the way, a guide should be explaining your role in each part of the game, and how to carry your team, and all this stuff. Just don't use the "Ultimate" title...
