First back: it's hard to push pantheon out of lane so hopefully you can buythe-brutalizerandboots-of-speed but if you can't always buy the-brutalizer first

After Core you will want to either buy another the-black-cleaver if they can't instakill you in teamfights or a guardian-angel if they can

The reason for these masteries is you want to be tanky in lane and you don't need any of the deeper points in offensive to do damage

These runes are pretty standard except for the glyphs, I find that sacrificing 8 MR late game is worth the mana regen since pantheon does have mana problems late game since you'll be getting so much CDR and spamming your abilities non stop
