Whenever I play Riven top, I prefer rushing Black Cleaver and moving on from there.
Starting off: boots-of-speed and health-potion3 or health-potion4
First time back: the-brutalizer, or if you don't have enough money just get ruby-crystal and you pots and wards that you need.
From there: the-black-cleaver as soon as you can and depending on who your up against, your boots.
VS AD team: ninja-tabi
VS AP or balanced and you want need some defensive item: mercurys-treads
My favorite, boots-of-mobility Get this when your ahead and you know you will be able to bully you lane partner.
Next items you should build: blade-of-the-ruined-king, the-black-cleaver (Double BC is OP), and the-bloodthirster
If you need more tankyness: frozen-mallet, frozen-heart, guardian-angel (NOTE: Don't buy all of them, look at your enemies and make an educated guess which one's will be most effective)
Full Item build should look like: the-black-cleaver blade-of-the-ruined-king the-black-cleaver the-bloodthirster frozen-mallet if you are fed, as said, depending on the situation other items may be better, but this is how I prefer it.

Hi, I'm Mouse the Dog and I've been playing LoL for a while now. I'm nowhere near the best or anything, but I think I understand the mechanics of the game very well. I played Riven in season three and I immediately noticed that she can just dominate her lane if you play her right. Even against a Garen who has Armor and Health runes and bought Doran's shield I was able to bully him to half Hp and make him lose a ton of cs. So this is my Riven guide...
Masteries

These masteries are what I think everyone is suggesting, just 'cause they are the best IMO. u get HP, Armor, and MR while having a ton of DMG and CD. Simple, really.
Runes

These Runes are VERY simplistic, and you could most certainly make better ones. But this is a very cheap and cost-efficient Rune page, and I use this instead of the more complicated ones, just 'cause I'm too lazy to pay for the better runes. IDK "I'm crazy like that" (Holden Caufield, anyone? huehuehue). Anyway, the flat dmg runes will help you early, same with the Armor and MR.
Summoner Spells

Explanation:

[summoners/clairvoyance.png] Why? It's literally a wasted summoner spell, that not even supports use anymore all that much.
[summoners/cleanse.png] Unless it's a CC Wombo Combo team your facing, don't think about it.
[summoners/exhaust.png] This is useful, but i prefer flash cause it's just so good and ignite for the lvl 1 fights (extra dmg)
[summoners/ghost.png] Also useful as a chasing or fleeing spell, but flash can go through walls and Riven already can chase just with her abilities, so no.
[summoners/heal.png] I wouldn't, but it's your game and your personal preferance.
[summoners/ignite.png] Extra dmg, and if u get someone low and they are getting away, just pop the d or f button and FB for Riven. Yes, IMO
[summoners/flash.png] Why not? It's thee most OP spell in the game with a lot of utility and mobility.

your q does dmg and has a tiny stun lvl 1, so that is always preferable. W just 'cause its nice to have a stun in case you get close for extra dmg. Then you e so you can start doing your combo, e-w-q. from there it's kinda self-explanatory.

Riven is a very good champion, and will be OP until they nerf Black cleaver as long as you can control your lane.
