IntroductionLet me warn you, this is so far strictly for solo queue, since no team will run a test
As you all know, Sivir is almost never picked in ranked matches let alone high elo matches. I believe the reason for this is because all of the new metagame bull shit and I also believe every hero can be made viable they just all have different traits.
If you look at Sivir, what separates her from the rest is her defensive/supportish skills such as her E or her R.
What people don't remember or realize is how strong her late game is. She is one of the fastest wave clearers in the game. 3 Inhibs down? You better be glad you have a Sivir on your team with 3 bloodthirsters and a bloodrazor. Her QWR will make short work of them.
Getting harassed by spells during the laning phase? Press E, free mana.
Need to run away? Press R
Need to chase? Press R
Have to much auto attackers on your team? No problem get a starks and press R.
This all may sound fine and dandy but the main reason why she isn't played is because these weaknesses.
1. She has a short range.
2. In a 1v1 fight vs the enemy ranged carry she will most likely lose because of her short range.
3. She's weak early on.
4. She runs out of mana.
5. Her passive is inefficient as an AD carry.
1. She can stop pushes and harass with her Q
2. She has one of the fastest clearing skills W.

5. Her W Also does crazy team damage when they're close to each other. Even with a lot of armor it will still do a lot of damage.
6. Sometimes you dodge killing blows with your passive.

MasteriesSince kiting is so important on sivir, having ghost/flash and the movement speed mastery is super important. But you also want to have some damage, which is why here I go 14/0/16
If you're not worried about movement then you can go 21/0/9 or 21/9/0
Also 21/9/0 does give you movement with your dodge, but there are a lot of different runes you can go so use your own discretion.
RunesReds/Quints - Armor Penn : The reason for this is it goes into her W skill. While items like Last whisper do not apply the same effect. Why does it work that way? I don't know it's just how she was designed.
Yellows - Armor or Dodge : Your defense verses AD
Blues - MR per level : You have a spell shield but for late game in the longer run, having MR per level is the best way to go.
Flash: To Kite
Ghost: To Kite
This is only for solo queue might I add.
Competitively : Exhaust/flash
Passive: Fleet of Foot
Increases Sivir's dodge chance by 10/15/20/25% while moving.
This skill allows you to dodge everytime you move. That means everytime you get hit you better either be killing them on that hit or walking two steps.
Q: Boomerang Blade
Sivir hurls her crossblade like a boomerang, dealing 80/125/170/215/260 (+75% of ability power) and (+100% of Bonus Attack Damage) Magic Damage to the first unit and 20% reduced damage to each subsequent target.
Cooldown 9 seconds
Cost 80 / 90 / 100 / 110 / 120 mana
One of the strongest nukes in the game when it's lvl 5.
Unlimited Harass if you can bubble correctly.
Toggle: Sivir's basic attacks will bounce to 1 / 2 / 3 / 4 / 5 additional target(s), dealing 25% less damage with each bounce (only the first hit procs item effects).
Cost 6mana per attack
High Multi target damage even when they have armor.
E: Spell Shield
Creates a magical barrier which blocks a single enemy ability used on Sivir. Lasts up to 3 seconds.
If an ability is blocked by the shield, Sivir regains 125 mana.
Cooldown 28 / 24 / 20 / 16 / 12seconds
Use this to negate CC or ults, try to avoid using it on damage dealing spells during fights.
R: On The Hunt
Grants Sivir and nearby allies 25% movement speed and 25 / 45 / 65% attack speed (half for allies) for 15 seconds.
Basically gives you movement speed and attack speed control over the enemy team. This can be very devastating when you have more then 1 AD teammate and you have starks.
Skill OrderMax Q lvl 1 E then Max W (Standard)
Max W lvl 1 E then Max Q (If you wish to invest your mana in pushing constantly without running out of mana super fast.
Max E if you see them spamming spells that hurt you really badly. (Probably shouldn't even do this)
Once your W is maxed the game changes for sivir and you just start to out CS everyone if you aren't getting denied like crazy.

Gives you HP for your bloodthirstier to effectively lifesteal for.

BLx2 :The reason for this is, now days double BL is greatly underestimated, but what it does is give you AD for your Q, your W, and since you already have attack speed from R why not. Pressing R is like activating a super phantomdancer, and other items do not effect W such as last whisper or blood razor, although you can still get these items if you feel the need to.
BL/IE : For 1v1's if you need that crit damage to win the fight, or if you're just super rich and you want some single targets to die such as super creeps or enemy tanks. If so, then you do build a last whisper to combo with the IE.
VS CC: (Random Attack Speed item) OR
It's really user preference, but what else are you gonna build vs CC
Sometimes the best counter to AD is just hitting harder then them, but since you're sivir and do more output in team fights you might as well do this when their tanky dps is chasing you down.
Need Damage? : x3
Everytime you attack you will pretty much gain your life back. You can kite, and you have magic damage now for anti life %. If any of you mother fuckers call triple BL troll, please refer to my pantheon guide. Or refer to the replay where I went triple BL and never died cause of massive lifesteal. This works best on MF since her Q procs 2 hits.
Items you should be Careful on buying:
Does Proc on the W Bounce but you need to determine whether you have a high enough attack power to even be worth buying it. You might as well buy madreds.
Rest of the items : Does not proc on W bounce
Exceptions: : Usually if you don't have a lot of magic damage, but it also is a tank killer if they have a lot of HP, even with MR.
: Expensive item's are always good since sivir gets ridiculous farm, even if the items make no sense at all to buy combining them together. Item's like Triforce and Madreds will do a lot of damage on sivir especially late game. It'll give her pubstomping attributes needed to take down other enemy heroes.
: Don't Buy this to early, you won't get much damage off. It's something you'd consider later on when you wanna do baron and such. Also it should be for the sole purpose of not enhancing yourself, but your other teammates. You can't afford to buy this item when there are so many other damage items you could be having instead.
Team FightsUse your Q to harass or hit the entire enemy team.
Use your E for CC and ults
Use R when chasing or running away or commiting into a fight.
Always stay in the back, you want to be able to kill their tank faster then they can kill yours.
Kite when you have to
Farm up a storm.

Sivir is a late game machine. With a little support and the proper item build, she can pub stomp out anyone in team fights.
