I run 21-0-9 because Mf alreay have good movespeed due to her passive and her cooldowns aren't very bad.Offense tree gives additional damage,attack speed,critical damage and chance.If you will pick for summoner spell

Miss Fortune don't have mana problems.Armor penetration marks,attack speed glyphs and seals are the best choise for carry.Health Quintessences helps at laning phase very well.

An excellent passive for ganking,chasing and running from enemies.Also,this passive allows you to not buy boots in early game.
Q: Double UpMiss Fortune fires a shot at an enemy target, dealing 35 / 70 / 105 / 140 / 175 (+1 per attack damage) physical damage and 120% of that damage to another enemy target behind the first. Applies on-hit effects.
Explanation:
This is your main spell for harassment at laning stage.This ability should be used on creep front your target.In late game you will more attack with basic attack and ultimate,so in late game this spell is quite useless.
W: Impure ShotsPassive: Miss Fortune deals 6 / 8 / 10 / 12 / 14 (+5% of ability power) magic damage to her target with each attack, cumulatively stacking up to 4 times on the same target.
Active: Miss Fortune's attack speed is increased by 30 / 35 / 40 / 45 / 50% for 6 seconds and causes her attacks to lower healing received and health regeneration by the target by 50%.
Explanation:
Great ability that gives MF very high attack speed even at level 1.Bonus damage is also very nice.Passive effect also helps to farm.Good for pushing.Also good lower health regeneration effect if you facing vs mundo,fiddlesticks.
E: Make it RainMiss Fortune fires hundreds of bullets into the air which rain down at a location after 0.5 seconds, dealing 95 / 155 / 210 / 275 / 335 (+80% of ability power) magic damage over 2 seconds and slowing enemies hit by 20 / 25 / 30 / 35 / 40% for 1.5 seconds.
Explanation:
In early game I put only 1 point in this ability.You can check the brushes with it.It slows enemies very good even at level 1.In late game you will use it for farm and in teamfight.
R: Bullet TimeMiss Fortune channels a barrage of bullets into a cone in front of her for 2 seconds, dealing 60 / 85 / 110 plus the higher value between (+20% of ability power) or (50% of weapon damage) magic damage per bullet.
Explanation:
Very good ultimate with great damage.This ultimate can win a teamfight.When you cast it you need to stay back your allies as it channeling.This ability has great sinergy with amumu and galio ultimates.In combination with Make It Rain ,all bullets can hit the mark and deal awesome damage.

Explanation:
As i said before Impure Shots,Berserkers Greaves and runes gives us good attack speed so we need some more damage.Bloodthirster is great choise because it gives us more damage and survivability.Infinity edge costs much,but gives us very much damage and critical chance and damage.After that you will have tons of damage,lifesteal and good attackspeed.After you need to sell first dorans blade and buy Starks Fervor.It gives us more attack speed and survivability(lifesteal).When you will sell your second dorans blade you have choice:If game is not very good you can buy Frozen Mallet.It gives us survivability,slow and some damage.If you are playing vs many tanks or tanky DPS you can buy Last Whisper or Black Clever.If you want more crit you should buy Phantom Dancer.After you have sold your last dorans blade you need to buy banshees.If game is bad you should buy Banshees when you sold your second dorans.
Team Fights
When the teamfight starts you should use Make It Rain, go back a little and use your ultimate.Try to hit as many enemies as you can.After use Impure Shots and hit enemy carry with basic attacks.If teamfight was unsuccessful use your Ghost and Make It Rain to run from your enemies.Good if your teammates picked Amumu or Galio.With they you will win teamfights most of the times.
Jungling
You can jungling when you have your bloodthirster.Kill lizard whenever you can.Red buff with Make it Rain and good Teammates gives us a successful gank.Blue buff is also good but I think it more needed to the mages like Anivia,Ryze,Veigar etc.
Final Comments

And yes I think running 21/0/9 is dangerous without Merc Treads and maybe a quick Zeal for the bonus move speed. I would suggest at least a 17/0/13 build to get Improved Flash, but 9/0/21 is recommended. The Offense bonuses really don't scale as well as the Utility ones.
