I actually build singed this way:

Possible start items: Doran's Shield(very strong harass or 2vs1), Sapphire Crystal(standard), Regrowth Pendandt(start against a difficult 1vs1 lane)

If I buy Doran's Shield or Regrowth Pendandt, I will buy a philo before my catalyst, because it gives more sustain at this point and in a lane like that, the gold/time is needed. Your first item after start is boots. If I start with Sapphire, I build straight the catalyst out of it. After that I like to rush both RoA and Rylai's, they are very amazing at Singed. You have high armor and mres from your ult and the AP helps you damage very much until deep deep lategame. After that, get both negatron cloak and chain vest and you can't die anymore. Then I like to build FoN because it is so fucking amazing on Singed and FH to lower the cd and increase my overall utility. Also lower CD on Ult means fun. The last item, well, I feel at this point, you need no more survival and more damage. So I build a Rabadon's Deathcap. This item makes your posion hurt very much and you are a real threat for squishys.
